You have to be honest upfront. The longer you wait, the worse it will be for both of you. You can still be kind and thoughtful.
Just say something like...you are a good guy, but I don't think we are a match.
If he asks why.........if what you say will hurt him, then just say you can't put it in words. Then end the converstation.
If you have to ignore him, then you need to.

Tell him that although he is a nice guy, you only think of him as a friend.
If he still pushes you, forget about being nice. He is not respecting your wishes, so why should you continue to respect his feelings. He will use your concern to be nice to him as a way to try to weasel his way into your life. It's best to avoid him (don't return calls, e-mails, etc) if he continues to pursue you after you have told him that you're not interested.
I think he is a pervert for chasing someone who is 18yrs younger.

Be honest.Tell him point blank while you enjoy his company and would like to remain friends, but...you don't feel the same way. Then, back off for a while. Let him wind down. He'll come around and be nothing more than a friend.

Invite him back to your house and say you want to give him oral pleasure, and then when he gets inside your house have your best friend jump out, tie a rope around his neck, drag him into your basement (or attic will do) and chain him to the wall.
Keep him in complete darkness for two days, no food or water. Then on the third day, go into the basement with a knife and slowly drag it across his penis.
He should get the message loud and clear.

I think that you should be honest with him. It may hurt him, but he'll have more respect for you for not stringing him along. The sooner you tell him, the better. After all, put yourself in his place. Wouldn't you want someone to be honest with you in the same situation?

If you want to be nice, you won't lead him on and pretend like you feel the same. You'll just make it worse.

Gently refuse him. Be sincere yet tactful. It is a risk he takes in telling you he loves you, he has to be man enough to handle it. The important thing is you did your part well.
Goodluck!

I usually ask women if I can borrow some money if I want to get rid of them. Someone asked me "What if they give you the money"... never happened before, so I wouldn't know.
