I just bought a 5.1 home theater system and I was wondering this, or is the receiver in charge of all sound and the TV is effectively muted.

the surround sound will be in charge of all the audio, if you are using your surround sound to play audio from the TV then there will be sound from both...unless you mute TV and just use the SS instead, but when watching movies you normally let the SS take care of sound and the TV take care of Video

Actually you are the best person to decide. First you need to set the volumes properly so turn down the tv volume completely. Find a DVD with 5.1 audio and look for a passage where people are talking only.
Turn the left and right fronts down as well as the rear and base. Adjust the volume so the voice is clear and comfortable coming from the center. Change the film passage so there is music and increase the left and right until they slightly overpower the center. Find a film passage with action and slowly turn up the rear until you here the sounds in the background fairly loudly. The rear channels should be 1/4 or more higher than the front or center speakers in volume. Now increase the bass until it is rounded but not overpowering. Your system should now be set. Now you can increase the volume of your TV so that it doesn't go louder than the volume of the center speaker. You may like it or you may not. If the TV volume is louder than the center channel it will disturb the projection levels of the other speakers however it may add a better sound to the center area. Make sure you don't use "wide" or enhanced audio for the TV speakers..just stereo.

depends on the tv you can shut off the speakers or on some models the tv is the center channel and if you fixed audio out or variable audio output if that the case as you turn up the volume on the tv the reciever volume goes up

once you're observing television, in case you do not have an HD cable field, then the sound will be stereo. yet in case you connect your television's sound outputs to the decrease back of the receiver as defined by the previous poster, then you receives stereo yet then set your receiver to professional common sense-movie (or any professional common sense placing) and which will deliver sound to all of your audio device, and that is going to sound like encompass tho that is a pseudo encompass, it sounds solid.
