I'm not familiar with Kentucky, however in Ca it is possible however it usually affects the rate. Some insurance companies will allow you to exclude her as a driver, this means you both sign a document agreeing that she will not drive the car. It is not unheard of someone without a license owning a car. If the driver has a good record then it should be no problem, if the driver has a bad history, just plan on paying through the nose. Call around. States require that the car must have valid insurance to be driven, not the owner.

You do NOT need a license to get insurance! Those who say that you do do NOT know what they are talking about. However, if you do not have a license, you will be specifically excluded from the policy.
In order to drive legally, you must have both a license AND insurance.

You can have insurance and not drive... but most companies put in the contract somewhere that if you drive the car the insurance does not count.

yes you may insure your vehicle as long as you have a designated driver listed on your policy this WILL NOT cover you if you get behind the wheel

I CERTAINLY HOPE NOT!!! Don't you think passing a driver's license exam is important? Maybe that's why there are so many bad drivers out there, nobody bothered to learn how to drive?

it is against the law to drive without a drivers license. no insurance company will cover you if you dont have a license. call your local police dept and ask them. they will tell you.
