I think it comes from where Jesus was calling the disciples to come, in Matthew 4:18-19. Come and follow me. And I will make you fishers of men. (they didn't have to do anything to come, not change clothes, not cut their hair, etc. just simply come as they were at that moment. I'm no bible scholar but I am answering the way I see it...: )

I don't think there is a verse that says "Come as you are." There may be something similar, but I have never seen anything. I am unclear what the context you are looking for, but I assure you, God does have standards that must be adhered to, in order for one to be acceptable to him. Of course, we are not perfect (yet). But he does expect people to make a sincere effort to live up to those standards. That means that when one learns that something is definitely not OK with God. If they want to serve him, they MUST change, and stop practising whatever it is, they find out about. Consider Hebrews 10:26 "For if we practise sin willfully after having received the accurate knowledge of the truth, there is no longer any sacrifice for sins left." So if that is the case I don't really think, that God would say "Come as you are." in the context of "you are OK with me, just the way you are acting."

I don't know where those exact words are but the idea comes from this passage as far as I know.
1 Corinthians 1:26 For consider your calling, brothers: not many of you were wise according to worldly standards, not many were powerful, not many were of noble birth. 27 But God chose what is foolish in the world to shame the wise; God chose what is weak in the world to shame the strong; 28 God chose what is low and despised in the world, even things that are not, to bring to nothing things that are, 29 so that no human being might boast in the presence of God.

The Bible doesn't say "Come as you are." It does say "Come unto me all that are weary and heavy laden". Actually, we can only come as we are. We try to be something we're not, but God knows our frame. We have to come as we are.
