Ask her for a snake. Then maybe you can get her to settle on a cat.

You will need to demonstrate responsibility for at least a month or so before you ask her. Not only with cleaning your room, but with keeping up your homework and doing any chores around the house. You need to show your mom that you can handle taking care of a cat and the burden won't fall on her. She won't believe it until she sees it.
Then once you've done that, remind her that cats will not only kill any mice that may get in, but also flies and other bugs. Did you know that spiders that come into your house will be drawn to a sleeping person's open mouth because of the warmth? They say the average person swallows 8 spiders in their lifetimes. Having a cat would greatly reduce these risks. You have to say this in a credible tone of voice but it's a great argument.

Clean your room, show her that your responsible. Keep it clean for a few weeks. Explain to her that cats can be clean (pet wipes) and cleaning the litterbox every other day. Then maybe she'll let you get a kitty. Just make sure after you have the kitty, keep up with it and keep your room clean or else she might threaten to get rid of the cat.

I would try cleaning up your room and then asking her what it would take for her to accept the idea of a cat. I would also buy a book on how to care for a cat so she can see your serious and ready for the responsibility...

Say how nice a cat is, ... everything has to have a compromise, or an act and then a result but a sacrifice. So the act is to ask your mum for a cat, the result is a cat, but the sacrifice is that....YOU HAVE TO CLEAN YOUR ROOM!!!! It's the only way...

Cats are great. They are clean, they kill unwanted mice, they go in a litter box, they are cute! (still, i think the 'ask your mom for a snake' thing should work!!!)
