There really isn't a "fast" way to lose weight permanently. The faster weight is lost, the more likely it is that the person has restricted their diet to a level that is not realistic for them to maintain, so once they get off the diet and lose weight, they'll probably go right back to their old eating ways and gain all the weight and maybe even more back.
If you have an event to go to, or you want to be smaller for a small amount of days, it is possible to quickly lose water weight as long as you have the realization that it is not going to be permanent by any stretch. For this, you'll cut out all salt or salty foods and up your water intake.
The BEST way to lose weight and keep it off is to change your lifestyle. There is no way for someone to restrict their diet, get thin, then go back to eating what they want and still remain thin. Losing weight must be a lifestyle change. Simply put, if you want to change your figure, you have to be determined to eat less junk food, more good food, and exercise more than you are currectly and maintain doing that for your entire life.
Whatever your choice, do not by any circumstances eat fewer than 1200 calories per day for any length of time. When you don't eat enough, your body goes into starvation mode and holds onto all the fat on your body and losing weight is going to be very difficult and slow-going.

Here's an easy diet that has worked well for me and others that have tried it.
If you don't exercise, you will loose about 1/2 lb a day. If you do some cardio exercise, you will loose over 1 lb a day. The cardio exercise doesn't have to be long - perhaps 15 minutes a day on a treadmill - just enough to keep your metabolism up.
The philosophy - intake fewer calories while keeping your metabolism up and keeping a supply f vitamins, minerals, and protein to stay healthy.
1. Since you won't be taking in as much food, to make sure you stay healthy, take 2 1-A-Day 100% of everyhing vitamins. Also take 60% of your daily RDA of protein with a Whey powder supplement mixed in a blender with 8 oz. of skim milk (it doesn't dissolve well, so a cheap blender really helps iy go down). I usually have these 1/2 hr. before bed with a snack listed below so i am not hungry at night.
2. Breakfast - sandwich - 2 slices of light bread (I like a light italian you can find everywhere), a little light mayo, egg made from egg beaters, and some lettuce.
3. 2 meals - each with 2 slices of light bread and some healthy choice TV dinners or similar. These aren the TV divvers we got as kids - these taste good. Don't butter the bread, etc. - just salt and pepper the food as desired. I usually soak up the gravy, etc. with the bread.
4. Snacks - you an have another egg sandwich like above. The rest start with a light ranch dressing - compare bottles - some entire bottles have on 750 calories for the bottle, so unless you plan to dring it, it won't add many calories to you diet. Have this with as much celery as you want (I dip the celery into the dressing because I don't like the taste of celery), or pick up some pre-made salads making sure to compare calories and have 1 or 2 salads a day, or have as much iceberg lettuse as you want.
5- Drinks - all the water, diet soda, diet cool aid, or Crystal Light you want. Make sure to drink a lot of fluids - normally a lot of your water comes from the food you eat, so you need another source since you aren't eating as much.
6- track - pick the same time every day to weigh yourself. I usually do it just before getting into the shower each morning (which is when I am the lightest). Your weight naturally varies a lot throughout the day, so checking at the same time each day is important to be able totrack it correctly.
Now, if you imagine all of this on a table, this is a lot of food each day. After a couple of days, you won't get hungry, and may even feel better since you are getting a heavy dose of vitamins, minerals, and protein.
You don't have to dive into it all the way day 1. I recommend giving yourself a week to adjust to the diet slowly before adhering to it strongly.
If you add it up, you are getting well under 1100 calories - even if you don't exercise, your body can't slow the metabolism enough, so you still loose weight, just at a slower pce.
note: The protein supplement is expensive, but this is more than made up for the fact that all the other food is so dirt cheap.

I don't know what you had in mind as being 'fast', but firstly the healthiest way of dropping pounds is to avoid supplements and other gimmicks that claim to help you lose 20 lbs in the first week or something ridiculous like that. First, make sure you are maintaining a healthy diet, taking in an adequate amount of all four food groups is very important - DO NOT CUT OUT CARBS as they are your main source of energy; doing so can result in a major drop in your ability to even stay awake after the first couple of days. Start making frequent trips to the gym as well - cardio workouts (especially jogging) are your best bet to slim down quickly. Make sure you're burning off more calories than you are taking in during your workouts, and doing full-body exercises including core (abdominal) workouts to trim down extra problem weight. Other than that, eat healthy and good luck.

If you want to lose weight and keep it off try eliminating sugar, beef and fried foods from your diet. Eat only poultry or fish that is baked or grilled in small portions. Eat a balanced diet that includes only complex carbs such as whole grains and brown rice. Eat green vegetables and fruits 5 times per day. Exercise regularly including 3 days of 30 minute cardiovascular exercise and 3 days of strength and flexibility training per week. Drink 8-10 glasses of water every day.

The best way to loose weight is to have more calories going out: (exercise, smaller portions of food, plenty of water)
More calories going out, than calories coming in, equals weight loss!
I'm a guy, and I applied this method, and I've lost 18 pounds since the middle of summer.
I went down from 192 pounds in July to 174 pounds in November.
My goal was to be at around 175 pounds. And I've reached my goal.

Consider becoming a vegetarian. Even if you don't believe in the morality aspect, cutting out a lot of the usual meat people eat will definitely let you lose weight. If you're worried about vitamins -- which you don't need to be -- consider just taking a vitamin supplement.

0 cal diet with the max exercise that you can manage....that is fast..but the fastest on short term basis is diuretics they cause loss of water in urine and so weight loss but you regain as soon as you drink water(athletes are screened for diuretics so better not try it if you are one)
