Army Lt. Col. Marilyn Wills helped two others escape the fire when terrorists slammed an airliner into the Pentagon Sept. 11. She received the Purple Heart for her injuries.

Award does not require recommendation, but is an entitlement "upon meeting specific criteria".
The injury must have been "caused by the enemy".
Commanders are to consider "the circumstances surrounding an injury, even if it appears to meet the criteria."
Participation in combat operations is a necessary prerequisite, but "is not sole justification for award".
Wounds from "friendly fire" may qualify if caused "in the heat of battle" by fire "with the full intent of inflicting damage or destroying enemy troops or equipment".
Self-inflicted wounds "in the heat of battle" may qualify if not involving "gross negligence".
The "key issue" commanders must consider is "the degree to which the enemy caused the injury".
The injury must have "required treatment by a medical officer".

Civilians don't qualify!

The regulation was never written for this type of incident. But a regulation is only a guideline and open for discussion. Yes they did receive a purple heart but was this correct under the regulation? As the result of an act of any hostile foreign force is what they used in determining this. The problem I see is the attackers did not actually represent a country but a group.

the country's best issue good now's that Bush made a greater mess of issues than the Republicans can probable admit, and ever be electable back. for this reason they attempt to distance the GOP from Bush, and positioned the blame on Obama. Their enormous bich... Obama's restoration software. Had McCain been elected... he could have a decision. the two hear to a similar advisors who brought about the mess, or a similar ones that Obama does. we could have been in a similar boat good now (OR WORSE), no depend HOW the 2008 went. Dubya will endlessly proceed to be the worst President in historic past... and he will endlessly proceed to be the Republican's determination.
