There's a building in downtown NYC, not sure where, the entire side of it is taken up by black boxes with white numbers in them. The numbers light up white, red, or blue and show the time (the seconds light up every 5 seconds).

Where is this building? Address or intersection. And what is it called, if you know?

The building with the clock is located on Water Street and John Street in Lower Manhattan.

yes, the one you're thinking of is on water street near john all the way down in the financial district. there's another clock on 14th street in union square that takes a bit of deciphering to figure out...hint, look from the outsides in....

If you're referring to the clock on 14th in Union Square, its called the Metronome.

idk, i dont usually go downtown.

is it around 14th cause i think i saw like a radioshack or something werid like that with clocks on the side
