Generally speaking, the atmosphere is the stuff between the sea and the vacuum of space. Yes, it's possible to be below sea level and not be underwater, but it's the less likely case. So, the more accessible boundary would be sea level. Finding sea level is easy, just walk until your feet get wet (watch those cliffs).

Sea level has the greatest potential for pressure reading. As altitude increases, air pressure decreases.
Above 12,500 ft, it gets harder to breathe without oxygen, and that impairs your thoughts and concentration.
Half atmosphere occurs around 18,000 ft.
Think of the atmosphere like the waves ov the ocean water. Highs have more air on top of you and good weather abounds. Lows are the bottom of the waves, and storms appear, even hurricanes and tornadoes.

because anywhere in the world the reading at sea level is the same. they cant standardize on something better than sea level, sea water level is the same everywhere. they cant say pressure on a hill or a mountain can they?
