He didn't shed this bad before and it just started. Is this something to do with shedding puppy hair or cold weather or something else?

It is also the worst around the neck area.

It is normal for Rat Terriers to shed. It could be the change of season. However 1 thing that I've noticed is that my Rat Terriers
shed more when they are nervous! When you take your puppy to the vet you will know what I mean. You will be covered in fur before you leave there! I recommed brushing alot but don't bathe more than once a month because it is not good for their skin and could actually cause the dog to shed more! Also a lint remover( the
masking tape kind) is a good investment.

p.s. you should watch for dry skin and itching. Your pup could have allergies and or fleas also if it sheds excessively.
They do make special shampoo for dogs with allergies.

it might just need to be brushed or get a bath
