This was the scenario back then. Japan was at war with China. Despite being a military superpower, their war with China was using up their resources. During that time, most of their resources especially oil were coming from the US. The US did not approve of Japanese aggression in China and they declared an embargo on Japan. This means they would stop supplying Japan with raw materials. So where would Japan get their resources to continue the war now? The Japanese High Command carefully discussed this and came up with the conclusion that the Dutch East Indies would be the best place to gain resources. But they knew that an attack on the Dutch East Indies would probably bring the US into the war. So they had to find a way to prevent the US from fighting with them until they conquered the Dutch East Indies. That's when they planned Pearl Harbor. The goal of Pearl Harbor was to disable the American fleet for a few months to give them enough time to conquer the Dutch East Indies and to absorb its resources to finance their war in China and the US once the US' navy was rebuilt.

Japanese attacked pearl harbor because of reasons such as oil embargo imposed by US because Japan occupy China but unknown to anybody before the attack by Japan Imperial navy to Pearl harbor the Civilian leader of US and few selected Naval Commander or Mil Ldr have a pre-hand before the attack that s why their Aircraft carrier were not around during the attacked. The US knows in advance about time and when and strenght of JIN because they have already deciphered or decoded the radio or the US have access to their JIN communication between their civilian leaders and Military ldrs. The US has a best signal intelligence and human intelligence even when US at war with China, China will be defeated cuase their communication was already debugged by US long time ago. Now you cannot do this if not of the elite people or conglomerate businessman who has power even the leadership of China and mil ldrs are under in their sphere of influence including the US. My conclusion therefore is business if China does not behaved they are doomed for destruction.

It was the announcement that the waves of fighters used as they completed there attack on Pearl Harbor. There was 3 waves planned but after the second one hit, the third was recalled and or never launched. Due to the lack of the third wave, the Pacific fleet was spared a complete loss and was able to rebuild and salvage the ships attacked. One goal that was in the third wave was the fuel dumps. Had those been hit, the Pacific would have asted for several more years as we would have lost that foot hold to attack from.

"Tora" is the Japanese word for tiger, and Tora, Tora, Tora was the signal to commence the attack on Pearl Harbor on Dec 7, 1941. Since the attack ocurred, we don't know what the signal to abort the operation was.

well It means Lion. But in the context that it is used and knowing Asian language often refers to something related to the English translation and a Lion Charges when it Attacks. So Charge or Attack would be more accurate.
