By "refreshed" are you talking about having it recolored to bring back the vibrance and such?
If so....these are never things you HAVE to do, but if you place a tattoo on a part of your body that is always recieving wear on the skin, or around joints/places of frequent motion, you'll probably have to pay every couple years to have it touched up if you want it to stay "fresh". For instance: those tattoos that are popular on younger womens' backs, above their buttocks (I call 'em bumper stickers lol) are rubbed on by the top of their pants/shorts constantly, so the tattoo takes a lot of abuse, and the skin there is rubbed off faster than some other places on the body. Ankles and wrists are jointed areas, so the skin is being stretched/twisted/scrunched all throughout your day no matter what you do. This can cause it to warp the image of your tattoo much faster. I have one on the underside of my wrist and while it's a few months newer than the one on my shoulder blade, it is much more distorted and faded than it should be by comparison.
Keep in mind...no matter what you do, that tattoo is never going to be as beautiful as it is the first day before it begins healing, or the week or so after it finishes peeling. Our body sheds skin...that's it job! Eventually, it will fade and change in it's shape.

I had the one on my toe and ankle refreshed after about two months. The girl did a great job!! I Love my tats!!
Your foot tends to peel and slough off more so than any other part of the body. My toe ring DID NOT hurt nearly as bad as everyone told me it would!! I get complements on it all the time!!

If im understanding you right then i would say some times. The tattoo place i go too " refreshes" you tattoo for up to a year after you get it done but not on your hands and feet because they cant guarentee what it will look like on those places. After a couple of years all tattoos begin to fade so eventually you will have to have them all filled in to look they way you want them too

I have three tats. A Pegasus on my right arm 22 years old, it needs a touch up but it's history for me. I have AIRBORNE wings on my chest 8 years old and they look great! And an American flag in the shape of a heart waving in the wind on my left leg 19 months old and it looks like it was done yesterday. I guess if you want to keep it lookin' good you will have to get it touched up.

They all fade over time. If you want one on your foot you should wait for warmer weather so you can wear sandals, the rubbing of sneakers or tight shoes can mess it up during the healing process.

I have one on the top of my foot, it's tiny, and hasn't needed any touch ups yet and it's about six years old. the one on the back of my neck needs touch ups though
