Be talkative with strangers.
You can ask someone if they need help with something or show an interest in something you see someone doing or offer a compliment . Strike up conversations, when you say hi look someone in the eye and smile, ask a question.
classes or community centers,look up local happenings on your computer and pursue something that interests you.
I know it's hard when you are shy, I have had my moments at different intervals of my life. I grew up in a family that had many elderly people in it. Elderly people are easy to talk to and will perhaps give you a little more confidence after you see their face light up when you take a few moments to talk to them, then you'll feel good about yourself and find that people open up easily . Sometimes you just have to make the first effort.

usually when there is a common bond, like I met my good friends at school. where you can help each other. Maybe take an elective at a nearby college, for some class you have always wanted to take and never did. You'll meet new people and they will have a n common with you. I took sign language once and met a very special person there, Wish you luck. It does seem harder to make new friends as we get older, just don't let yourself get in a rut. Keep doing new things.

I have wondered the same thing about 3 weeks ago and I have taken ballroom dancing. It is amazing. I go 2 to 3 times a week and I am meeting all kinds of people. Its alot of fun and its great exercise as well.
