Most prerecorded DVD's are dual-layer, so it wouldn't make sense to have a DVD player that couldn't play them. So the short answer is "yes."

However, just as a few years ago there were players that had difficulty reading single-layer recordable discs, there are some players out there that probably have trouble with dual-layer *recordable* discs (which is a newer technology than the others).
