Sheriffs/deputies (at least in Kentucky) used to not be covered in the Cops' Bill of Rights, however it has just changed. The deputy's main responsibility is service of court orders; examples: warrants, supeonas, etc. But a deputy/sheriff can and usually will respond to calls for service. Deputies also have to play a political role for the reelection of their sheriff. Otherwise, their jobs could be at stake. A "normal" cop does not have this worry. They already have their job security within their own department. because reelection does not effect their jobs in any fashion. A police officer usually wears a blue uniform, and deputies always wear brown. Even as silly as it sounds, that's how you recognize the difference. They can each arrrest, jail and enprison any person for violation of crimes. In certain areas of the US, such as Los Angeles, the deputies are the main law enforcement agency for the city. So this is an obvious exception to the rule. To sum things up, the sheriffs/deputies have a much larger area of coverage within the county.

A Sheriff is in charge of the deputies which mostly work outside of cities. Not like Police (cops) which work cities.

A sheriff is the head of the sheriff's department that has deputies working for him. Generally, they are the law enforcement for unincorpirated areas of a county while the police departments are the law enforcement for the cities.

The Department of Public Saftey officers in the state of Texas are charged with enforcing laws on state highways and also have power over drug enforcement as that is considered "inter/intrastate" trafficing.

They are normal cops, some cops work for the city, or the university, or the federal reserve or the county or the state

Thier duties may differ by the area they live, by the agency that employs them.

Not all cops do traffic, not all cops do bike or foot patrols,
It is just what thier duties are

In Virginia, USA the sheriff/deputies support the courts by running the jails; transporting prisoners; and serving court papers.

Police patrol the streets, investigate crimes, and make the arrests.

Jurisdictional territory is the answer. Village, Town or City police officers are limited in their jurisdiction to the city/town/village limits. County deputies are limited to the county territory. State Police are limited to the State itself.
