this is a pretty general question.
Landlords may or may not have to do this.
some cities force large apt buildings and businesses to put in handicapped signs and some to do not.
this also depends on the state or country you are in.
also some localities do not force this on landlords with only a few apartments. Just because he is a landlord doesnt mean he must put in a sign.

go to your tenanny board or speak with a lawyer to compel him it realis amslal gesture for keeping a tnant happy and apaying one please remind him of that
