Where can i find out someone's name just with there cell fone number?

i need something like a whitepage..but it needs to be for free.

I've tried to find this in for in the past from the phone companies, cell carries, etc without any luck. Nor have I found any website. But you could always call the number and ask...but you've already thought of and rejected that idea I imagine.
