A plausible tool for learning German would be Rosetta Stone. It's on the pricy side ($100), but it gives you good understanding of the language. There is a web version, which is probably what you're looking for.

i guess for learning german you need a german and not a programm. the pronounciation is really hard and german has many many words . i am german and i still dont know every word of our language. you really need a native german for teachin you. just send me a mail ;)

There are plenty of inexpensive software programs out there - you don't need an expensive one. There are also textbooks and cds. Don't know of any free online programs. Try tucows, maybe.
