coolant temp sensor may be out of range [is c.e.l. on ?] does it run smooth and make decent power? when was the last time it was tuned up? check dc91's answer for air bypass valve cleaning and clean the throttle body out at the same time.

If its the IAC..you can hold the gas pedal about 1/4 down and it will start... But that year of explorer is known for the relays.. the EEC and Fuel Pump relays are notorious for taking a shiat after xx years and the heat.. If i can remember they are in the fuse panel on the pass side under the hood...they use the same relay..as a matter of fact you can use the a/c relay as a spare or to testthey theory...
does they check engine light come on? does it turn off while cranking?...

Need a little more information, but I'd check the Idle Air By pass. If it's dirty, it can cause the problems you've described. A little brake cleaner and a rag will solve the problem (or you can replace it). PCV valve is something else to look at, as is the fuel pump.

Will need more info, does it just crank and wont start? that could either be fuel pressure dropping at the injectors,due to a failed pressure regulator,or anti-bleed back valve in the pump.check rail pressure with a guage after engine is warm and restarted. If it is a slow crank, either battery or starter cables are weak or corroded.

Replace furel pressure relay switch, under the dash on the passenger side. This is systemic of all explorers.

Sounds like too much fuel pressure, or ect out of range, ect sensor, or thermostat open. See if the runs at operating temperature.

you need a new starter when the bushings go bad inside the starter, it takes some time for it to start again after its warm.
