You cannot bring lighters (fueled or without fuel) in carry-on luggage or on your person going through the security checkpoint.
You may take up to 2 fueled Zippo lighters in your checked baggage if they are properly enclosed in a DOT approved case. You can bring unlimited quantities of unfueled lighters in your checked baggage.
Contact your travel agent about a DOT approved case.
You need to check this website for the latest regulations on lighters: http://www.tsa.gov/travelers/airtravel/assistant/editorial_multi_image_with_table_0099.shtm
Good trip!

All lighters are prohibited as carry-on items. Lighters without fuel are permitted in checked baggage. There are more details on the TSA site... scroll way down to Flammable Items: http://www.tsa.gov/travelers/airtravel/prohibited/permitted-prohibited-items.shtm
Happy travels!

As far as I know, from or to the USA, you must not carry cigarette lighter even in your baggage. If you transit in another country, better buy it there.
