You should be able to but you will have to make arrangements with the airline, and you may be charged for excess baggage or possibly even cargo rates, check it out with the airline first.

On board the aircraft?? No...but it will be gate checked at stored in the bin below.
It depends on whether or not it is a wet or dry cell. Usually they are dry cells though. You will need to advise the agent at check in that you have your own motorized wheel chair and they will need to document the reservation. Let them know if you will need assistance getting to your seat or not. They may offer you the bulkhead, but be advised this is the first row and those armrests are fused and solid sides since the tray tables must be stowed inside the arm rest, so if you are a passenger of size, don't opt for this seat, it can be quite uncomfortable. Ask for a seat as close to the forward cabin as possible though, passengers can be moved out of their seats to accomidate a handicapped person, no questions. So if an agent gives you hassle about your seats, just remind them of the American Disablities Act.
Secondly, the gates opens for flight prep an hour before departure for domestic flights, when you get to the gate, check in with the gate agent and let them know you will need pre-boarding. Boarding starts 30 minutes before departure, so sit close to the boarding door, you will be first to go down and they will pre-board anywhere from 5-15 minutes before active boarding begins depending on crew readiness. When you get down the jet way, you will need to disconnect the battery and tape the ends so that there wont be a chance of spark or connection in-flight. You won't be able to take it onboard with you, but after loading the aircraft, an agent will then take the scooter back up the jetway to the elevator and down to the aircraft and load it in the forward bulk bin usually. It will then be returned once the aircraft arrives. Take your time and be the last one off, if you need assistance getting of the plane, a gate agent or sky cap will be meeting the flight to assist you. The scooter will be brought down usually after everyone has cleared the jet way so that other passengers will not be unintentional targets since the ramp or gate agents will be pushing the scooter.
If it has a key, take it with you when you leave the scooter at the boarding door. Make sure baskets or storage bins are clear and any cushions go on with you.
If it is a wet cell battery, you will need to call ahead to see if that aircraft is capable of carrying wet-cell batteries. Some smaller aircrafts will not accomidate motorized wheelchairs and are not regulated for wet-cell carriage. A wet cell is placed in a box and then secured inside the bin with sand bags so that it wont tip over. Chairs of any kind are secured with sand bags as well to keep them from sliding around.
So, can you take it into the cabin with you, no. But your scooter will be gate checked and returned to you upon arrival at your connection or destination. Just be patient, it may take some time to get it unloaded in some instances. If you have a connection, make sure you have more than enough time. Connections should be an hour or more in most large airports incase there is a slight delay bringing the scooter up to the aircraft.

Upon reservation of your ticket, please inform the travel agency or the airline that you are disabled. They will arrange special treatment and care for you as well as the seat will be reserved for you. The flight attendants will assist you from check in up to board the plane likewise from getting out of the plane. They will allow you to bring in your scooter or they will replace it with their wheelchair and keep safe of your scooter.
