sam's or walmart. If you opt to make your own. There are cake pans you can purchase that is specifically catered to ice cream cakes or cake's w/ filling. It allows a hollow portion for you to make the filling of your choice once your cake is done. They are pretty cheap to purchase these days; especially now for the holidays and its yours. I've seen them as low as $19.
Happy Baking!

Make your own
It is dairy queens recipe that i use...
I worked there and know how to put it into your own home use
3 Jars of hot fudge sauce
1 box of oreo cookie crushed or you can use a oreo cookie pie crust
1/2 gallon choc ice cream
1/2 gallon vanilla ice cream

You take a 9 inch round piece of card board and put wax paper on it.
then you warm up the hot fudge sauce and mix the oreo cookie crumbs with it..
Set in freezer for two hours
then you Spread 1/2 of the 1/2 gallon of choc icecream on top
Then you freeze for about an hour or so
just till hard
then you spread the vanilla icecream over it..
then you set in freezer for bout two hours...
then using the can whipped topping decorate around the edges and the top of it..
then you can decorate it with gel or how ever you want it...
(note: ;you can buy the frozen decorations from dairy queen)
It tastes just like it and is really yummy

The cheapest ice cream cake that I purchase was from a local grocery store. Basically, I bought my favorite ice cream, chocolate fudge topping, whipped topping and cake decorating icing. This cost me under $15.00. A ice cream cake cost anywhere from $20.00 and up.

You can.......buy a premade poundcake at the store. Buy whatever kind of icecream you prefer that is in the square carton. Using a very sharp knife, slice the poundcake into 3 sections longways/across, then cut slices of the ice cream in rectangle shape right out of the carton of ice cream and alternate the cake with the ice cream, it is really good and easy!
I havent seen regular ice cream cakes cheaper than $16.00
Good luck

The cheapest is to make your own.

Buy some ice-cream in several gallons and shape it into a cake. Put it in the freezer.

There's no such thing!!
They all cost 18-35 dollars. If you live in the upper midwest, get one at a Culver's.
Otherwise, a year-round DQ will have to do.
