I am a non resident on probation in my home state for a non felony dwi. No waiting period or short waiting period. Are some counties in these states better than others?

you should not be able to buy one out of state. Normally you will have to buy one in the state of your residence.

Regardless of where you buy a handgun in the U.S., you have to fill out the BATF form 4473. You can only buy a handgun over the counter in the state in which you reside. You can buy buy a hangun from another state, but the dealer will have to ship it to a dealer in your resident state, and you will have to get it from that dealer, after meeting all the requirements and filling out the proper forms. At the present time, you have to go through an instant check, as far as the federal perople are concerned, but different cities may also have their own restrictions and regulations.

You can only receive a handgun in your resident state. If you find a handgun you like in another state you can buy it but they will have to ship it to an FFL in your home state and you pick it up from there.

You can find guns on line (Internet) and they will ship to anyone. In Florida you can buy from a private party right away no questions asked.
