Not sure why. I think it may be to maximise the power needed for landing or taking off. Or perhaps, to avoid the plane being too bright so the airport officers and the pilot can see the blinking lights outside the plane more clearly to help them navigate better.

Take off and landing are the most critical stages of flight. Electrical loads in the airplane are usually group into essential and non-essential loads. Essential loads are those that are needed for safe navigation and operation of the airplane, examples are navigation and communications equipment. Non-essential loads examples are cabin lights, in-flight entertainment system. To avoid jeopardizing the safe operation of airplane during the critical stages of flights, non essential loads are usually shut-off.
