He's had his flea and worm meds too. I don't think it's fleas.

Could be flea bites. Some times even one flea can bite multiple times. I would give him a flea bath and check him often.

Depending on where you are it could be a number of things.
It can be flea bites or an allergic reaction to some of the grasses or weeds that are growing around.
I would go for flea bites first. It only takes one bite to start the itching. Make sure he has been de-flead and then put some betadine on the area to stop him licking the area.
Look around to see where he is laying, if there are long grasses with seed heads or irritant weeds, you will have to cut the grass or get rid of the weeds. Also you will need to take him to the vet to get him something for the allergy to stop the licking/itching.

Good luck

My father's dog gets red irritated areas, and hers is due to allergies. Consult a vet, though. Could be a number of things, causing the irritation.

It's probably allergies, simple as that. Take him to the vet and confirm. Then the vet can give him the right kind of medicine for him. Good luck!

i could be just a reaction to something. like did you wash his bedding with anything or clean out his cage. my dog had a big rash on her belly we think it was an allergic reaction to something we took her to the vet and she gave us some pills to give her and it cleared up with in a week

We use to have a border collie and she would get into poison ivy in the yard. We put calamine lotion on her and it went away.

He may have a staff infection. Take him to the vet and they can tell you what it is and give you something to treat it.
