I trained mine by leaving the cage open. He did not like me to put my finger in his house, but once he jumped out and got the hang of things, he was very friendly. I couldn't get him off of my shoulder or my book if I was reading. He was very spoiled. Just be patient with your baby and she will be over the fright. She is in an unfamiliar place. Keep her away from a draft and make her feel comfortable at night by putting a soft cover over her cage. Of course, shut the cage at night. I left the cage open because it allowed Webster the opportunity to learn to explore. It was delightful the first time he flew to me.
Be sure you have a lot of toys for her. They love to look at themselves in a mirror, and get a cuttlebone for their beak. You are going to be so happy. I used to click my fingers when I wanted Webster and he would come. Takes a lot of training and patience. Good luck.

If your Budgie is young , it won't be hard. For a few weeks just sit by the birds cage and speak softly to it. Gently introduce your hand into the cage and don't rush the bird. Slide you finger across one of the perch sticks that he/she sits on. Speak softly to the bird and don't 'make any sudden moves. Slowly slide your finger near his toes and then slowly slide finger under his/her toes. Once your bird gets the feel of your human finger, the bird will love it. Train the bird in the cage until you get it to sit on your finger. Keep telling the bird, softly to sit on you finger. Sit on my finger. They love it when you sing to them.
Many of the well trained birds, have their wings clipped. Then they are much easier to train. BUT when you clip the wings, they then become a handicapped bird. Only allow an experienced person clip your birds wings. If you clip them to close to the wing bone, they can bleed to death. SO you need to protect the bird from cats and etc. Takes lots of time and patience to train a Budgie, If your bird is scared, then slowly and only you train the bird.

If you can stick you hand in the cage without getting bitten or pecked, you're on your way. I imagine it all depends on how the bird was handled while in the pet store. Mine were never trained and were only picked up with leather gloved hands when they were in the pet store. So we haven't tried to train them. We were told they would bite. They do love to tease the cats, though. It's hilarious to watch when they get together. (The cats sitting and watching the birds antics from the safety of the cage.)

You will have to be very calm, patient, and persistant. That is the hardest part. Budgie's are very intelligent and can even be trained to talk.

There are many books and videos available to help you. Check your book store, pet store, or Amazon.com.

I'd buy some sticks first, let it play around on the sticks while you hold them, eventually hold your fingers out for it to walk on, then just hold it up to your shoulder. The bird will get used to you. You just have to handle it a whole lot.
