Program I used to use for English was "Dragon Point and Speak".
Not sure if it does other languages, but worked very good for English!
The link point to a old version, but it will put you on the right track.
Other one was called "Dragon Naturally Speaking"

How would it know words that sound the same like to, too and two? It would have to "understand" the sentence it's in

I've heard of these things, but I don't think they can get the exact thing you say.

try www.altavista.com, although it's very literal and translates on a word-by-word basis it is FREE.
