COCKATIEL?!?! NOOOOO WAY! They are so noisy it's unbelievable! And they don't talk.. well not usually or very distinctively. Cockatiels also many times choose one family member to bond with... more so than any other bird. And they can usually become nippy with an attitude. - especially after they figure out that they can get away with tormenting the 10 yr old.
If you have the money..? In my opinion, an african grey parrot would be the best thing. They don't scream or kaw, or chirp or having morning and evening bird screaming fits. All they do is mymic things they hear. Noises in the house, birds outside, things they hear you say over and over. I've never had a noisy one. They're more to sit and watch and investigate than be loud beaks. They can be playful.., because they're always wanting to figure things out, but they're not cuddlers. (not usually)
The other would be an eclectus. One is beautiful bright green.. the other is red/purple. They're beautiful and are along the same lines as a grey., but a tad more spendy. The neat thinga bout them.. they're like a sloth.. if they're going to bite, tiz not a lashing out at you.. you can read them before they actually get to your finger :)
The other.. one that is fairly inexpensive., neat natured, and possible talking - along the same family as the grey.. is a senegal. They're also less intimdating for new bird people. They are green.. have bright yellow and orange under bellies. We have a grey and a senegal ... the senegal is a little character and talks more than our grey actually!
A grey you can get for $600 direct from a breeder. (can live 60+ yrs)
Eclectus is 1,000. (can live 60+ yrs)
Senegal.. around 300. (20+ yrs)
Those.. honestly.. are the only non-noisy birds I know of. If somebody says any other bird isn't noisy.. do research.. lots. Many bird people think not noisy., is a screaming fit for ONLY five minutes. three times a day. Yeah.. when you have a dozen birds.. a five minute screaming fit is peaceful ;)
If you've never had a bird, I'd get the senegal. If you can't afford that.. email me., and we can chat about the other options. Maybe a budgie (parakeet the stores call them) or love bird. Don't get two love birds.. don't get two of any birds.. just one :)

And don't get me wrong.. I do like cockatiels.. I just don't like they're constant whistling and chatter. If you do get one.. go to a breeders place.. where there are tons.. and let one pick you out instead of you picking them out. You'll be happy you did.

Not loud parrot? That leaves out almost all species of parrots.
The Best talking parrots all fall under the heading of loud. The 2 talkers (but not best) that would be quietest are a male cockatiel or a budgie (what most people call a parakeet). Both of these types of birds will take work to get them to talk (e.g. not likely to talk on their own).
Really you may want to consider other requirements. Parrots are extremely intelligent animals and different species have different patterns of bonding and need for interaction. They may also have a great deal of problems dealing with a naturally inquisitive toddler.

I would probably recommend a cockatiel. They are generally lower maintenance than larger birds and can talk with some work and are not as loud as most parrots. (though, even cockatiels can raise enough noise to give you a headache.) They are also very inquisitive and playful. I also suggest this bird because of the fact that younger children have a lesser chance of being hurt by a bird this size if any aggressiveness were to occur.

If its a loud parrot I would put the parrot in a room after you all go to sleep. Or put a blanet over the cage if the parrot gets to loud for you and not be able to handle the nosie. When the parrot gets to loud just put a blanet over its cage and try to teach the parrot not to get to loud by that blanet or sheet.

Just remember to look into how long the bird will live. I've heard that most parrots out live their owners. Just something to keep in mind. But peach faced lovebird are cute, parakeets, cockatiels.

well, all birds can get squaky if they are ignored or not properly played with. The most beautiful noises are from lovebirds and parakeets. Any of the big birds can talk, but they can get very loud. I heard one over 2 blocks away talking...very loud. Parakeets can talk and they can play...cockateils can talk and play...but they can be loud too. lovebirds are ok...they don't talk as much

African Grey. Both breeds (Congo African Grey, Timnah African Grey) have the lowest noise level of any parrot, among the best talkers, hands down the most intelligent of all critters on earth. The Timnah is slightly smaller, than the Congo and has a brighter red tail. (AKA CAG and TAG)
