You can either write a letter to the person staing all the fee's owed and say that you have submitted a copy of this letter to an attorney for small claims, a good scare should get them to take you seriously. You should know that when you give a person money you shouldn't expect it back unless it was in writing and signed.

If its enough money that he owes you then i would file a lawsuit against him. I believe the minimum for a lawsuit is $50-70.
