STOP! DO NOTHING!
You will have to pass the computer to someone who knows what they're doing...
Your machine is currently dual boot, 98 and XP.
When you startup, a menu is presented with the choice of which OS to use. The details of available operating systems are held in a file (boot.ini) on the C: drive - which is where the W98 is...
If you clear/format this drive your PC won't know how to start.
If you rid yourself of the W98 partition (so that you can use the space for XP.... screwed again! All the software loaded under XP (including XP itself) will expect to find XP on the D drive, but it will be the C: drive now. Nothing will run.
I recommend that you leave it be! If it ain't broke don't fix it.
There are options in the boot.ini which can cause the XP to be selected as default, and for the menu to chose the default after a certain number of seconds - try setting this to 1.
BUT FIRST. Start up W98. use Control Panel to unload all software except W98. defrag the drive. now you can use any remaining space from XP - for backups perhaps...
BE CAREFUL. This is a dangerous forum in which to seek technical assistance.
The link below gives more about boot.ini

If Windows 98 is installed on a different partition of your hard disk, you can simply format that partition after booting into Windows XP. Do this as follows:
Go to 'My Computer', right click on the disk that holds Windows 98 and select 'Format...', follow the prompts.
Warning: Don't format the disk if your Windows XP and Windows 98 are installed on the same partition.

If your computer can handle another operating system, which I am doubting (assuming Win98 came with your computer, then the computer is probably close to 10 years old), you can whack the Win98 partition during the install of Win2K or better. Following the on screen prompts you will find that there is an option to REMOVE the current partitions. Then you will be brought back through the prompts to create a new partition and start the installation.
If your computer is over close to 10 years old, you will not find that upgrading your operating system to give you better performance....in fact, you will find your computer will run alot slower due to the new operating system's need for resources.
Linux runs great on older systems and can breath new life into antique computers........http://www.ubuntu.com....best of all, you can get it for free.....it is a live cd (boot to the cd to try it before actually installing it) You can download a cd image that you can burn to a cd blank or order cds online and get them in the mail in a few weeks (faster ordering may be available at a price...check the site)
Hope this helps

i would just reformat it or repartition the hard drive using your xp partition. You can also just logon to Windows XP, My Computer, Double click on your 98 partition, and delete all files. I dont know if that works, i had never tried it, but it should work.

You need a program like partition magic to delete the partition that has 98 on.
