Their isn't an appropriate time length on love. If you feel it then you feel it, and that all their is to it. Although if you do say it, you have to be ready for whatever she is going to say. Remember their isn't a time length so she might not be ready. So don't get hurt or anything like that if she doesn't say it back. There is no set length of time because feelings are not on a time schedule. You can say it, but the response may be negative. You don't want to wear your feelings on your sleeve so to speak because of the vulnerability. To maintain the balance you can always "show" your feelings, you don't have to verbalize. Sometimes that can scare a person away.
Before any "real" feelings are expressed make sure it's love and not just lust.

Normally about 3 weeks is the appropriate time unless you have seen this person every day for more than 1hr each time... there needs to be some time for each of the parties in the relationship to actually reflect on their feelings, normally one week is not enough. If you throw out the "I love you" phrase too quickly it may loose significance in the relationship quickly.

Yes, one week is really too soon. You can't possbily know how you feel about this person in one week. You can ask about each others feelings or discuss each others feelings about each other and then take it from there. Your emotions and hormones are running wild, so just slow down a bit and take it one step at a time. Best of luck to ya!

If the relationship is only a week old, saying i love u is def way too early. If course u feel it, u r in love. Its not the same. I'd wait for anoher month at least and see how things are then.

After one week, you cannot possibly feel love. Lust, maybe. Love, no.
Give it way more time before you go to that level of commitment. Otherwise you will definitely come across as needy and desperate, and probably as creepy and stalker-material too.
