I have a spreadsheet that I use for billing and want to find out how I can make a few of the cells blink or flash so that whoever is using it does not forget to add the appropriate tax rates, for example (there are several more cells that will be specific to the person using it). How do I go about formatting the cell to do this in my worksheet?

A simple way is to make the cell a colour until it is filled with an amount. You can do this through conditional formating under Format. For example if you say Cell value is equal to 0 then format the cell Red. If you put in a value other than 0 the red will disappear.

I'm sure how to make it blink, but what I use is "Conditional Formatting" under "Format" at the top.
All you do is : Cell value is equal to ="" and go to format and make it a colour they can't miss.
As soon as it change to ANY value it will go back to a normal colour cell.
This is very nice way to put reminders as well in a cell, i.e chance to orange after a week, and say red after two week....nice feature in excel to play around with.
