In the U.S., the answer is no. Not sure exactly what you mean but, if you are a child under the age of 14, both parents do need to sign the passport application form. Children 14-15 need only one parent to sign. Anyone 16 and older can get a passport on their own without a parent's signature.
If you are applying for a passport abroad for the first time (not born in the U.S. but eligible for citizenship through a parent), it may help to have a parent there to answer questions about physical presence that may be required. However, it's not mandatory and the documents are enough.

No, they only need you so you can go alone. You just have to fill out some forms and stuff, your family isnt needed for that normally.
