In Florida, all you have to do is fill out a Certificate of Residency (actually called a "Declaration of Domicile") and submit it to the County (along with proof that you actually live here, such as a utility bill in your name). The down side to this is, you are then given 30 days to change your license plates (mo $$$). I don't know if the same law applies in other states. You could call the Clerk of the Court in your county and ask for residency requirements.
