no problem mate, windows vista only needs 800mhz min to run but i recommend 1.5ghz and above to get a decent experience, also make sure you have at least 1gb of ram ,although microsoft recommend 512mb but this will make vista struggle
the main spec in vista is the graphics adapter, you need a card with at least 128mb ram and pixel and shader model 2.0,although you can buy geforce 6200/6600 for around £60 and they have pixel and shader model 3.0 giving vista "aero "effects more power
other specs needed are 20gb or more hard drive and a dvd rom for installation
also be aware that drivers are very thin on the ground at the moment, you can get display drivers for both nvidia (http://www.nvidia.com/object/winvista_x86_96.85.html)and a.t.i (http://ati.amd.com/support/driver.html)
unfortunately the vista beta downloads have now stopped but if you wish to get a copy, let me know and i will arrange to send you a copy as i have a few spare
good luck

Yes. To use the basic version of Vista home the requirements aren't that high. You're 3500 is well above the requirements, just get a good graphics card so that they eye candy works and you can use a better version than home basic.

Yes it will. If you're worried about whether your machine will run Vista then Microsoft have created a free tool which checks the spec of all the components in your machine and tells whether they're good enough to run Vistsa:

Yes ... most computers are being restricted by their Graphics cards .... Vista will run on a very low spec'd machine but the more computer you have ... the Greater your Vista Experience
