What program should I use for videos?

I want to make a video with glow effects, like a light saber but the only program I have/ know to use is Windows movie maker and they can't make things light up. Do you know any programs (please free... I'm a broke teenager... lol) that can do this easily? Thanks!

Divx with the required codecs is very good.

this is not something easy its done via photoshop elements and the main photoshop, it can also needs to be done frame by frame.
