As others have already said, this means your hand is colder than your foot. What they didn't say is that for this to happen in a cold room probably means your body is getting *too* cold - and as such is shutting down non-essential body parts - limbs in this case.
It is a little unusual for hands to go cold before feet unless hands are exposed to the air and the feet are in socks / slippers.
You need to be aware that hypothermia DOES tend to make things that you know are cold feel warm - in the latter stages of hypothermia, you can put your hand in cold water and it feels nice and warm. At that point, things are getting dangerous.
As others have also said, turning on the heat might be a realyl good plan - as would drinking a HOT drink and eating something hot (pot noodle, baked potato, tin of HOT beans etc) to bring your core temp back up.
