Both are as guilty as each other , one for having such a small mind to think up such terrible things to do to his fellow humans, the other for using them although they are slightly less to blame but when your fighting for your county and way of live it is a bit more understandable

The villain of the piece is ourselves.
In a free society, we elect our governments and hopefully trust they will act honestly on our behalf.
You certainly cannot blame the 'inventor' for thinking up the idea of these weapons because to do so, you would have to include whoever thought up the 'wheel' or the mechanised engine, the aeroplane. etc. Without progress there would be no means of delivering these mass 'weapons of war'.
Weapons are only developed because there will always be a purchaser. It is sensible control of the weapons we should concern ourselves with.

The Supreme Commander Allied Forces Europe General Dwight Eisenhower and then President of the USA when leaving office warned of the growing power of the military industrial complex. The top dogs call the shots not the grunts who do the fighting and dying. Generals want new toys and defense contractors want new lucrative contracts so they both lobby politicians who wheel and deal their votes to keep their pressure groups happy and contracts to plants in their constituancy never mind bribes.

the users are just the troops who are misled and victimized by powerful corrupt leaders. the inventors are just scientists who need to make a living. Leonardo DiVinci invented many tools of war.
so neither is bad. it is the governments that are to blame.
if it is a democracy, a lot of that blame goes to the voters.

Maybe the manufactures, who sell weapons to those countries in war, while talking about human rights and world peace, then get diamonds and oil and stuff form them cheaply.

when you say the "users of them" YOU must be referring to the politicians that AUTHORIZED there employment.
Don't you dare think that the military has any Control on that.
Having said that, if you personally think that there is some way of stopping individuals from thinking, let us know.
I think that all developments in science and technology have a base in peaceful applications, and is then corrupted by politicians.

Users.
Inventors invent devices which have many possible uses. How they are used is another thing altogether.
example?
farming tractors. excellent tool made to feed people.
armoured plate. excellent tool made to protect people.
Put the two together, and you get a tank. which is a weapon- and all now depends on how you use it

Users who use them for the wrong purposes.
Did u notice, when the bomb was invented, its main purpose was for the building of the Panama Canal. Now, terrorists use bombs to blow themselves up and kill many innocent people.
