I used to be a chef, and found Milk was good for getting rid of the burn.....its good for soothing curry mouth too!!

Milk works. Since milk is used to stop the burn inside your body (indigestion/heartburn), it ought to also work on the outside of your skin, too.
A better thing to remember is to go out and buy some safe non-latex purple gloves and keep a box for the next time you will be buying and using hot peppers.

It is capsicum oil making your fingers burn and water will do nothing because it will run over the top of the oil and not remove it. You need a degreasant, such as washing up liquid or something like swarfega.

Try rubbing them on a spoon or anything made of stainless steel. It's something to do with acid in the juice. This works well when you are chopping onions as well.

I guess you just have to wash your hands now. But nest time, rub small amount of olive oil on your hands before cutting chili. It protects you, and you can wash that away easily. But be careful not to cut yourself, as it can be slippy.
