Anyone can adopt a child and there is no restriction. For adopting and bringing them up like your own child should have some matured and broad mindedness. The meaning of adoption is -

Adoption is the legal act of permanently placing a child with a parent or parents other than the birth parents. Adoption results in the severing of the parental responsibilities and rights of the biological parents and the placing of those responsibilities and rights onto the adoptive parents. After the finalization of an adoption, there is generally no legal difference between biological and adopted children in most jurisdictions.
Different jurisdictions have varying laws on adoption and post-adoption. Some practice confidential or closed adoption, strictly limiting the availability to adopted persons (and their families) of information on biological families. Others have varying degrees of open adoption, which may allow for such contact. In some jurisdictions, open adoptions are not legally enforceable agreements. As of October, 2006, 22 U.S. states have legal provisions for enforceable open adoption contact agreements.

well not everyone can do that. There are rules to everything. You need to have the income to support them, a bedroom for them, provide a clean place to live, be a responsible person, etc. etc. but when I went to adopt I found there was an age limit for those you could adopt in the USA. I mean if you're under a certain age you can adopt USA children but if you're over that age you are offered overseas children.

Also people who have felonies on their records or are of course perverts can't adopt. And in some places gays are having problems adopting.

They make you take parenting classes, review your entire history, who you hang out with, what's your status, etc. But even some still get in under the wire. And if anything goes wrong there's always the chance you will go to jail for something you couldn't control, or even for a sickness the child had till you can prove you weren't the cause. There really IS a lot to adopting.

Not everyone can adopt a child.
Legally one who is going to adopt a child will be under governement watch for a while to check if that person is capabale of handling a child.
This includes financial and other matter.
If u already have a child u have to share all ur propery in such a way that all of ur children (including the newly adopted one) get equal property.
If u dont have any child u have to share half of the property to ur adopting child.
The paper are signed at the moment of adoption.
A non financially balanced person will not be allowed to adopt a child.

adopting a child can b done by anyone,but one who values humanity.just adopting because of some social,personal or some family pressures is something i will never appreciate.see i have a baby boy he is 1 & a half year old,now i wish to concieve 4 a girl in that case i may opt to adopt as i dont want to undergo the pains again but in that case i will sooner or latter do injustice to the adopted ones where i have a baby of my own delivered pains.in some cases it may work wise versa.so i will always say that u may adopt but it can b in other way like indirect adoption u can send expenses n go n share ur love,feelings etc in an orphanage rather than hurting their little hearts.orelse if u r firm that u will never disclose to u adopted ones or u r own kids or no one else in the family that u r adopting the particular child to avoid the child to know in future also that the ones is adopted ones.

Adopting should only be done by people that cannot have kids.

I've ran into way to many adoptees that have been treated differently by their adoptive parents when there are natural kids born to them. Even when the parents 'try hard' to not treat them differently, there is always a way that the child can pick up that isn't consistent with the natural born kids. This is very damaging to them throughout the years.

I think that anyone who has enough love and could provide emotional support should adopt. But they will have to be able to deal with all the consequences that come with adopting a child that they really don't know anything about.

Adopting a child should be done by anyone that can love them and provide them a stable home, whether they have children or not. The system is full of kids who need homes .. why deny them one just because the couple already has a child?

IMHO, anyone who can love and provide for a child should be able to adopt one. There are SO many kids who need homes ... why restrict adoption to only childless couples?

Anyone should be able to adopt providing they can provide a child with a stable loving home.

It's "people who don't have children, and/or Can anyone do that?
First of all, I hope your not considering adoption! and Yes, certain requirements have to be met, like your income,education,etc, and so Anyone can adopt. I believe you can also be single and adopt. That I believe, depends on the amount of money you have. So once again, money talks and brains walk.
