When I open my PC there this Blue Screen appears in a seconds...saying a fatal exception has occured..blah blah blah..
I dont know how to fix it,my friend told me its better to format my harddrive and to back up my files first,but how can I do that if I cant even open it..and pls.tell me instructions on how can I save my files..I also had another PC and its normally running.

First, take care of the bsod. Power on your computer and start tapping the 'F8' key until you get a message asking how you want to start up the computer. You should have an option that says to restore the computer to the last known working condition. Select this.

If that doesn't work, start your computer with your original windows CD in the drive. Wait until it askes what you want to do. You want to REINSTALL windows. DO NOT FORMAT ANY DRIVES.

Once windows is reinstalled, do NOT connect to the Internet. You can now backup your data files to either CD or USB hard disk (recommended and cheap).

Once this is done, reboot with the windows CD and reload windows again, but this time make sure you format the C drive. This will erase all the nasty junk that is still on your C drive. Your first reload just made sure that the esentials were there.

Once you have it running, reconnect to the Internet and immediately do a "Windows Update". Do NOT go to any other website. You will have LOTS of critical updates, so if you dont have high-speed internet, take it to a friends house that does.

Once windows is fully updated, install your antivirus. If you dont have one, go to Avast (www.avast.com - write it down now, cause later you will not be able to find it) and download and run their free home version.

Now - you can reinstall any applications you had (Office, etc), and finally, your data files. Avast will tell you if any of your data files have malware, so just read what the alert says and take appropriate action. If you absolutely dont need the file in question, delete it.

This is a lot of work and takes a lot of time. I do not envy you, but this is the only way to do it right.

If this error occurs immediately after the BIOS loads, its possible your hard drive took its last breath (Please post any error code your getting). If the BIOS won't even load its a memory issue- try reseating the RAM modules. In another computer make a rescue CD. Read the directions here: http://www.avg.com/us-en/226386 This CD will allow you to start your computer without Windows in a Linux operating system. If your computer works under Linux, then Windows most likely has an issue that could be virus related (you ruled out hardware issues)- if this is the case, MAKE SURE YOU UPDATE the virus definitions and perform a scan. In the worst case scenario, there's also a file manager on the CD that will allow you to save any files you have on your hard drive. Hopefully you'll be able to let your hair down.

if you know that you have a "hardware" problem and heard some "long and short beep".that's definitely your problem.it is very important to call a certified technician to solve your problem before doing some "formatting" of your hard disk.that way you can back up some important documents.

another possible reason is you've been infected by a virus,again,if you have a self booting anti virus whether it is in form of a floppy or cd,do it now! if still the problem is there,call now your trusted technician.

issue with a USB motive force. in case you have any USB instruments related to the computing gadget, do away with them and attempt booting it back. It probably won't clean up the issue completely, yet whilst this is new and a pair of months previous, the corporation you got it from will conceal the restoration if any are mandatory.
