You are in New York. Euromillions is illegal in the United States (along with all other European lotteries).

Looks pretty legit to me. You have to actually purchase a ticket, unlike these scams you get in your e-mail. Their system records your ip address (which you can also see on screen) and has 128-bit encryption for security purposes. They will also send you a copy of your purchased ticket.
And also unlike other lottery scams, they inform you that all taxes are your responsibility.
