Not all Kingdom Halls are windowless. All depends on the area and if the Hall was built from scratch or was just remodeled from a previous building. Usually JW try to keep costs at a reasonable amount. We don't focus on luxury or anything as all halls are built by JW volunteers so that's why most you have seen, look simple (also saves with time as it takes longer to approve floorplans, that's why similiar ones have been created for use by the building committee) Plus, Halls are being built rapidly worldwide and demand has increased.. so it's mostly important for us to create halls at a minimum amount of time.. and going simple and windowless is the best way to go ...
but a few do have windows. In Miami Beach for example, there's a beautiful hall with large windows that was a previous Jewish temple.. and other few I've visited. I was a volunteer in the building committee so I learned a few things about that. hope that helps a bit :-)

Many do have windows. Some have displays in the windows. All 'Kingdom halls' are open to the public and anyone can attend the meetings. Anyone can tour a kingdom hall to see what it looks like inside - it is usually a very simple auditorium with chairs and a platform at the front with a podium.

Jehovah God wanted us to use his name. Matthew 6:9, Jesus told us that we should pray: "Our Father in the heavens, let your NAME be SANCTIFIED." Also Isaiah 43:10 also brings out that Jehovah said, "You are my WITNESSES." God is a Title. Even with Arabs. A good dictionary will show you, “Allah” is a shortened form of the Arabic term meaning “the god", this is not a name. The title “God” is neither personal nor distinctive. In the Hebrew Scriptures the same word (ʼElo‧him′) is applied to Jehovah, the true God, and also to false gods. The Imperial Bible-Dictionary says: “It is everywhere a proper name, denoting the personal God and him only; whereas Elohim partakes more of the character of a common noun, denoting usually, indeed, but not necessarily nor uniformly, the Supreme. . . . The Hebrew may say the Elohim, the true God, in opposition to all false gods; but he never says the Jehovah, for Jehovah is the name of the true God only. He says again and again my God . . . ; but never my Jehovah, for when he says my God, he means Jehovah. He speaks of the God of Israel, but never of the Jehovah of Israel, for there is no other Jehovah. He speaks of the living God, but never of the living Jehovah, for he cannot conceive of Jehovah as other than living.” Hope This Helps

Windows are not necessary to learning the Bible and in areas of extreme weather, it makes the building more environmentally compatible, using less gas or electric to heat or cool. You don't find that in the enormous, non-jW churches, with large windows, which are usually covered with idolic symbols, so people can't see out of them anyway.

To comply with public decency laws.

Some members of the public feel that the parties and drunken orgies are distasteful, and that the kiddies should only be exposed to that sort of debauchery with parental supervision.
