Seoul Tower at Namsan is a good place to get the cityscape view. When you get to Namsan it's a short walk up to the base of the tower, and entrance is 7000 won per person.
But the top has a 360 degree view of the city, and you can even dine there.

namsan tower has a good view.
I think the tallest building in Korea is 63 floor building. you are allowed to take pictures from the top.
Buk han Mountain will be a good view too
