hemiplegia is the paralysis of one side of the body. It occurs in two situations- a cerebral artery is blocked, or a cerebral artery breaks.
In both cases the main problem is the lack of blood supply to the brain.
cold weather causing hemiplegia? not likely. Maybe the blood supply to the brain was impaired by a tight scarf on the neck? If that artery was sclerosed, then the pressure might have closed it completely? Or dislodged some fragment which blocked the blood flow?
Either way- URGENT neurological examination + tomograph/ magnetic resonance exam. If it is a bleeding artery it might need surgery AT ONCE.
If it is a blocked artery, then embolectomy might be considered.

im wondering what you mean by this question.....are you thinking along the lines of : the way joints are more stiff in cold weather if suffering from arthritis? or are you asking if cold weather causes hemiplegia?....id imagine cold weather wouldnt make much difference to hemiplegia unless blood supply was restricted to affected side then it may be colder to the touch on affected side???
