It's 100 by definition. I.Q. tests actually rate you against your peers. That is, scores are given based on how many standard deviations away from the mean they fall.
They take all tests in a given range...say over the last few months between certain ages...and assign the average ones, the test score that is most commonly attained to the MIDDLE of the scale, which is always 100.
Think of it the same way you would think of being graded on a curve. If everyone gets 50% of the questions right on an I.Q. test, they assign that rate a score of "100." People are then measured by how far on either side of the 100 they fall.
Does that make any sense?
