I have never had any problems with paypal myself. But, I do on occasion get spoof emails from people claiming to be paypal. I report them to paypal and they handle it. Never give out personal information to someone that has emailed you asking for it. Only give it to a reputable site.

Yes, I have been with paypal for over 5 yrs now and never had a problem, but beware of phishing.
Phishing is a form of Internet fraud that aims to steal valuable information such as credit cards, social security numbers, user IDs and passwords. A fake website is created that is similar to that of a legitimate organisation, typically a financial institution such as a bank or insurance company. An email is sent requesting that the recipient access the fake website (which will usually be a replica of a trusted site) and enter their personal details, including security access codes.
You can prevent phishing by not answering emails from websites directly. Whenever you get an email from a site like paypal don't click on the email link. Type in the paypal address in your browser window and go to the site directly. If you think the email is a "phishing" email you can forward the email to paypal and they will take care of it.

I think it is safe. But, be very aware that if you receive e-mails about buying something you did not buy it may be a Phishing scam. Do not use the link in your email, but, go to your paypal account to verify what happening. They have an email you can forward suspected Phishing and they tell you if it real or scam. Read their Security Section to learn.

Don't respond to an email asking for numbers, they won't send one. If it is the online one, supposedly they've made it safe. Always, giving out numbers is risky. I have a paypal account, though.
