The male bird jumps on the female bird and places spem inside her and she builds and egg around it and then you have fertile eggs.

Before the female lays eggs they, you know, "do it."
Sorry I don't know more; hope someone who does responds.
(This is unlike, for example, fish, where the female lays eggs and the male swims over them depositing sperm.)

the male puts his cloaca up against the females cloaca and passes sperm into her. This is called a "cloaca kiss".
