Can a Phenylephrine HCl Nasal spray addiction be kicked by using Phenylephrine HCl Oral instead?

I have a friend who's addicted to Phenylephrine HCl Nasal Spray (Nasal Four). I have discovered that this same medication is distributed in oral tablets as well as nasal spray. If one was to replace their nasal regimen with the oral tablets, will the decongestant tablets be effective so the nasal spray addiction can be broken? Please help!

rhinitis medicamentosa, your friend needs to be seen by a doctor, needs intranasal steroids, eventually this addiction can be treated, good luck
