Your friend is probably forgetting to wash in hot water anything she has come into contact with. She also needs to run a fine toothed comb through all her hair, as at the base of them there are probably eggs from the lice...these eggs are like little black bumps on the hair shaft, they are hard to remove and sometimes the medicated shampoo does not kill them. Some shampoos are effective, so you need to check the one you are using to see if it kills the eggs. If not, change the shampoo.
She also has to wash in very hot water, all clothing she's worn while having the lice, bedding and so forth. Another possibility is if she has children or is intimate with somebody else that they are passing the lice back and forth, anybody with whom she has close contact should be checked and all should use the medicated shampoo and wash clothes and bedding. It is unlikely that they are in furniture or carpeting because they need body heat to survive.
Animals can get lice but lice are usually specific to the animal they reside on. In humans there are a couple of prevalent kinds, head lice which prefer the head and body lice which live in the darker hairier crevices of the body....it is possible for one type to be found in the other place, so any hairy places she has need to be treated, just in case.

I can offer you three things - plus my own personal experience - that might help your friend:
1) Head lice are becoming immune to some of the most popular medicines used to treat them. If she can find a shampoo with a different active ingredient - that may kill them. Look on the internet.
2) Not only do you have to use the shampoo - but you have to wash all bedding - clothing - everything that has been in contact with your hair. If she wore a jacket and hung it back up in a closet full of clothes - ALL of those clothes need to be washed. The couch and other furniture should be vacuumed thoroughly.
3) There is an electric comb called the Robi Comb. It has very fine teeth and if you comb your hair with it - it will "electrocute" the lice. It takes a long time (up to a couple of hours) to use it - depending on how much hair you have.
Dealing with lice is VERY time consuming. My boyfriend's daughter had them and her Mom refused to let her use Rid or any of the "toxic" products. His daughter was with us every weekend - and it took WEEKS to get rid of them. They tried putting oil in her hair and that didn't work. Meanwhile everybody ELSE in the house had to be treating themselves - to make sure they weren't infested. Finally I found a "non-toxic" product on the internet called Lice Away:

and using it - along with the Robi Comb and picking the nits out of her hair on a daily basis - we got rid of them.

If the lice shampoo's aren't working then it means there are still eggs on her head, when a foster child our family had got lice we just got the lice shampoo's that were over the counter, we cut her hair so it wouldn't be as much work, and my mom combed through all of her hair while the shampoo was in, she did it in sections, it took for ever but when she was finished the lice was gone, she also got sprays and sprayed all of our furniture, and washed the blankets and stuffed animals, everything the head had been near, clothes and everything. It was hard, but we got it done.

I'm guessing its and environmental issue at this point. The lice may have moved off her head and are living in her surrounding environment.
There are sprays that you can purchase at most drug stores, where the over-the-counter remedies are, that can be used to treat her room and house.
If this doesn't work, my last sugestion would be this: She may be getting it at school, or somewhere that she has incidental contact. My wife and I have had luck treating outbreaks like this with mayonaise of all things. Rub full-fat mayonaise into her hair, wrap her hair tightly in a plastic bag. Let this sit for at least a half hour. Wash it out with the over-the-counter lice killing shampoo (for added security). Maynaise is slightly acidic, and it seems that the full-fat version works best for this, as the fat soaks into the scalp, causing a slightly acidic scalp. The lice do not like this, and avoid nesting.

You have to treat the environment not just the hair. All combs, brushes, hair pins, etc., etc., need to be thoroughly washed in hot soapy water with 1/4 cup bleach per gallon of water. Then rinsed thoroughly. Blankets, pillows, sofa cushions, etc. need to be sealed in large plastic trash sacs for at least two weeks.
Killing lice is easy. Killing the eggs is difficult. Anything that may have come in contact with the infected individual needs to be isolated for two weeks. This gives time for any eggs to hatch. Without a human host the lice will die without having reproduced.
Also, the infected individual needs to be aware of who they spend time with and how close they get. I know of an instance where children were encouraged to bring pillows and stuffed toys to school for a read-a-thon. One child had lice and by sharing pillows and stuffed toys during the read-a-thon nearly half the class got infected.

My daughter suffered with head lice when she was at primary school. The school nurse advised me to use normal conditioner, leave in the hair and keep combing through. Leave the conditoner in overnight and rinse out in the morning. You have to repeat this every 2nd day for at least 2 weeks to ensure all the eggs have hatched and youve got rid of those as well as the lice. Its not a nice thing to have but its easily solved. Hope she gets rid of them soon, its annoying. Avon do a leave in spray conditioner that is good to use. xxx

You need to try Rid and see a doctor for some more
of a prescription. also they can get in the seams of clothes and if there'll they you need to wash your clothes in hot water .that's could be the reason they are coming back? or they are still somewhere and when your friend
puts there head there so are the lice

you have to get them out of the clothes, bedding, stuffed toys, everything the lice might get into, wash all the clothes & bedding in hot water, throw all stuffed things like pillows and dolls, bears etc. in the dryer on high for a half hour, repeat the prescription shampoo as directed, good luck.

this works:
use the olive oil treatment
put olive oil all over ur hair after u get a shower then sleep with it in (wear a swimming cap)
then wash it out in the morning then comb threw it with the special lice combs
repeat this for a few weeks

shave her head
pick out the lice and kill them one by one. it will take forever but it will be really good and do it like in the morning and the night because they mate fast. until theyre all gone. the process is frustrating but it works.
pour alchohol all over her hair and pick them out.
